Why not ask the candidates’ expectations at the start. If you can’t meet it by a long shot, you let the candidate know and don’t waste everyone’s time

Show whoever is in charge of those policies how much money they wasted by that. If still not interested, agree with bringing salary expectations up earlier on, just to make sure everyone is on the same planet. If it’s that far apart and there is zero way to come even close, better to save everyone's time.
I agree with DE1; I won't apply to or entertain recruiter outreach for roles where the salary range is a mystery.
I'm so sorry your company policy is making your job so much harder, OP! It's wild to me that companies think hiding the range accomplishes anything other than frustration and wasted time.

I am right there with you, both as a supervisor and someone looking for a new role currently. I believe that salaries being listed in the job posting would save everyone so much time. But companies don't like salary transparency unfortunately.

that sucks :( where I live, it's the law to post the salary range for transparency. The only thing I can think of is to ask for their salary expectations during the phone screener.
