There are many variables based on the 7 years experience matching the firms needs, but I would see offers in the 90-115k range as appropriate. N
Obtaining licensure and renegotiating with you current employer should include a conversation about partnership or partial ownership.
You should be able to handle a project on your own based and manage the project’s budget. If so, your employer would want to share some of the profit as well as risk.
Then think about base salary, and benefits. Salary starts to become less important. Your increased ability to make money for the firm is what you should be negotiating.

This is a good resource to give you ball park figures in your area. You also have to figure in experience which it seem you have.
Not sure about DC but the typical rate for 10 yrs exp licensed in NYC seems to be 90-115k. 120k at the upper limit. Maybe DC is better than NYC.
