That’s a great point. I think a lot of people only bring up raises during review season, but having regular check ins makes a huge difference. It keeps expectations clear and shows your manager you’re serious about growth. I try to touch base at least a couple of times a year, though I like your idea of quarterly alignment it feels more proactive.

I do something similar. I try to treat pay and growth as an ongoing discussion, not an annual surprise. Waiting once a year gives up too much control.

In my current situation I am talking to my manager frequently, so I'm always aware of what I should be doing. It would come off a little awkwardly if I was too forthright about advancement, that's more like something that's between the lines and implied. If I was more distant from my manager, making sure to meet them, as you suggest, would seem to be a good strategy.
