He is scamming
That’s what I’m assuming as well. Should I confront him on that?
I’m in MA, so I can bring a claim under 93A, but I would like to avoid litigation if at all possible.

I’d get a second opinion at an absolute minimum

Then you don’t owe him money for the work! But def get other opinions just incase there is something structurally wrong.
I would keep a detailed record of everything including photos and videos.

Did he take pics and show you what he’s seeing and why the change in what he quoted? If he run into rot so something unexpected he should be able to show you that.
The entire decking has rot (showed me how bendable and flimsy it is). Also, there were huge holes when they removed the shingles. But that plus new shingles shouldn’t be $100k.
Don’t take it personally, just get some new quotes. I feel like I’d be more concerned about the rot everywhere!!
I’d get an independent inspector to help me out. Cost a few hundreds bucks for peace of mind.

$100k? That’s the cost of half a house newly built lol
I get what you’re saying, but I’m not in the middle of nowhere. I’m in a very expensive part of the country where painting the exterior of a house costs almost $20k.
