Keep in mind that without an increase (and with inflation), you’ve gotten 2 consecutive pay cuts, one each year. Speak to your supervisor. Bring this point up, politely. Ask if you and your work us valued. Document everything with dates. After meetings, send a thank you email confirming what was discussed.
Of course, the easiest way to get a raise is to get a job offer from another agency. Admittedly, it’s a tough job market.
The first part of what MRM said is bad advice. Your agency doesn’t care about inflation, they only care about their bottom line and what you’ve done to improve it. Present your case for a raise from this standpoint with a few examples that prove your value and they will be more likely to take your request seriously. Also as a fellow parent, congrats! Congrats! As someone who’s had kids while working at two different agencies, I’d just tell them the big news as soon as possible. I found that when I “delayed” the news—particularly in the context of professional gain—I lost a lot of trust. I know, it sucks but that’s just the reality that we’re in.
