Super and principals. They have to set it up, top down.
Principals. I’ve seen first-hand what a negative, dictatorial, authoritarian principal can do to the morale of an entire school building. Our last principal was a nightmare. Our current principal is a kind, thoughtful, always present leader who reaches out to others and problem solves ways with teacher input how to make things better for our school.
Definitely admin. They set the tone.
Principals. Teachers can influence but admin sets the general tone.
I think each school is responsible for its own culture, which starts with the principal and trickles down to teachers and admins.
It takes everyone
Ideally everyone, however leaders need to model valuing others. I am at a school where I do not feel valued by admin.

Everyone. From the super on down--it takes a whole school to make a culture. Where I am, we have a superb super, an incredible admin, and a fantastic faculty. School culture is gentle discipline.
Maybe it's just me but I think Superintendent. I think they're most responsible for providing the resources and support that teachers need to create a positive school culture. It starts at the top.
