Salary is certainly a concern. Politics is another. Inability to control your own fate is a third. In a private sector job, your productivity helps secure your position. In a government job, if the budget needs trimming you may be the "trimmee" regardless of your productivity.
The Govn salaries are low. But job security is everything. Private sector jobs pay double than the Government.
More often than not, individuals will remain in the private sector for a variety of reasons, pay, geographic location, and the ability to move onto another position within contracting in a quicker manner. Govt employment offers stability, but lacks the flexibility of contracting.
