When you say fuel, do you mean gasoline? Like having a battery or a resource that is used up/changed to create energy is inevitable. You could have a gravity powered car or direct solar power maybe could fall outside of those limits
Magnets. I feel like there's an undiscovered power of magnets that can generate the energy a car needs. I know it sounds crazy, but all ideas do until you prove them right.
Being a mechanical engineer, it's the energy at work, thus when you say fuel or gasoline it's the conversion of chemical energy into thermal energy, which then converts to mechanical energy.
Similarly in electric vehicle the mechanical energy is taken out by chemical energy conversion.
There is another form that is used to store energy i.e potential, but you need large area to store such kind of energy be it gravitational potential or elastic potential.
Watches can run on the vibrations of quartz crystal but they can't overcome the friction in the large system of cars as compared to watches.
Steam can be an option, work is being done on hydrogen too. Direct solar is electric.
