I’d try to put it less bluntly.

You could definitely approach in a non-aggressive manner. It's worth bringing up, doesn't necessarily mean you're going to take the work on, but that it will (hopefully) get addressed
I would let the boss know it as clearly as possible sooner than later. Assuming the boss was a developer once upon a time they would understand.
If you have a team standup or a meeting bring it up there. Those things are meant for bringing up such issues otherwise there is no point of having team meetings
I think taking initiative will reflect well on you. I'd bring it up.
It depends on where you want to go in the company. Easy brownie points but really difficult task to take on, especially if you're at a larger company
