PwC has provisionally cleared me to join the firm first week of Jan. What does this mean? Can I start working with them even if the background check is still running in parallel? Can I quit my current job and expect everything to be cool? They said it's taking them longer to verify education and previous employment. Both of which are international.

Yes by the time you get the offer with a period of consideration and a couple of weeks it will probably be Jan 1 anyway.
I was in a similar boat - they were pushing hard for me to start before the holidays but I was able to stave it off due to travel, onboarding difficulties etc. They'll likely suggest it anyway because it's such a weird time to have someone come on the team
You can also ask for that $8k (i would honestly ask for a lot more) from any new company you get an offer from, saying that’s what you’re leaving on the table to join them. Call it sign on bonus.
Check out if there's restrictions on the bonus, like you don't leave right afterwards. Like how signing bonuses on paper you have to pay back if you don't stay a year or something, but employers will usually waive that if they lay you off or it doesn't work out in a reasonable way.
Got it. Sounds different than OPs situation of a min annual bonus, which I was referring to.
Given the timing, I don't think you'll have too much of an issue pushing start date to 1/1. Only concern I'd have, which SSE already mentioned, would be whether there are any restrictions on how soon you can leave following payout.
You should be fine. Odds are that the holidays will practically be upon us by the time you get an offer.
Of course!
Some bonuses require you be "in good standing" at the time of the payout -- I'd ask for a later start date -- mid-late January, so you can give your two weeks notice after the payout. I'd hate for them to count that as not in good standing!!
I’ve done it. That’s life and they should have clearer policies in place if they want to avoid it
I really don't see asking for a Jan 1 start date being an issue considering the time of year

Yes, that is entirely reasonable. In fact, it wouldn't surprise me if they would prefer waiting. Many offices are reduced to a skeleton crew over the holidays anyway, and they may not even have the right people in the office to process your start until after the new year.
I also agree with Senior Software Engineer 1, make sure that your bonus doesn't require you to remain at the company for a period of time after receiving it.
Good point, unless it's Amazon who is stacked to the brim during the holidays 🙃
Thanks to all who gave advice. I like to close the loop for those interested.
The company stalled for 2 weeks then called me and said I was the lead candidate by far, but they did not have a business entity in my state and could not hire me, but would revisit creating another design position in Q1 for me (unlikely in my opinion)
I’m rather depressed by this but I know there are plenty more jobs available come Jan with all the new budgets, and it’s great to hear feedback that all my ducks are in a row.
The good news is my bonus is safe! 🤪
