What is a reasonable raise plus promotion increase to manager in the tax practice in Chicago? Numbers are up in a few days so trying to get a good idea what is reasonable.

Most HRs these days ask for previous salary slips/ bonus/hike letters without even quoting their offer. Should we proceed with what they want? Is it ethical? Any pros/cons

I am thinking beyond just verifying if the candidate is not lying on the current salary but what if they don't even have the budget to what the candidate has asked as expectation.
