Hi All, My sister has done Computer Science engineering Bachelor degree and has 5 years of work experience in India. Wait until GS-14. I’m not sure why it would take 6-8 months. It usually takes 6 weeks for a prelim clearance and 6-8 months for the final clearance. You can start working with a prelim clearance. Ask the 14 HR about a prelim clearance
I would not recommend what you are thinking about doing because it's a crappy way to treat the GS-11 agency, and if I were in HR/hiring at the GS-14 agency and found out you accepted the GS-11 job as a temporary stop-gap without disclosing that to the agency, I would revoke your offer.
I think the answer to your question re: starting pay grade is, it depends... If the basis for the GS-14 offer is the fact that you have a high private sector salary right now, and the agency is willing to bump up your entry grade based on that, then there is a good chance that would no longer apply if you were onboarded as an existing fed employee at GS-11.
For example, if the GS-14 offer is from an agency that hires attorneys in the GS-11 - GS-14 range, and you're currently a federal employee at GS-11, they may give you a formal offer at GS-11, GS-12, or GS-13 etc.
