If you are asked to do a background check, the employer will tell you what is needed to verify the I-9. The I-9 itself states eligible documents. Beyond that, you may be asked for additional information to verify past employment that is at the discretion of the employer.
What you need varies depending on the background check service provider. The employer is required by law though to verify you are eligible for employment in the US. I was required to provide paystubs and prior year tax returns in my last role. A W-2 or 1099 would not verify current employment so I doubt that would be an acceptable substitute for paystubs.
If you're referring to background check, sometimes a W-2 or 1099 will be sufficient, depends on the employer. At least it will verify years, but not months of employment. This is only usually required if they aren't able to use an automated source (eg, The Work Number).
Employment eligibility (I-9) is completely separate and has its own requirements.
Most employers use services like Work Number that has the history of your employment and tenure.
