I’d just take the train to sintra. They go every hour. Have no opinion about the tuck tuck. Might be fun.

You can walk all over Lisbon and use their trams when needed. You only need a tour if you want more insight into the city from a guide. For Sintra you can also go solo using their trains. If you’d rather not though, then pick a tour.
Just got back. Took a Tuk Tuk and the guy was very informative. Would do this again. Got a private driver to take us to Sintra and all that goes with that (Peña Palace, Caiscas, Quinta de Regaleira, Cabo de Boca). I do enjoy history, but found the palace and Regaleira both lacked the audio or guide needed to provide insight into what you were looking at. There were signs to read the information was basic. This is the room King X slept in as a child, this is the first bathroom in the palace, etc. Also, getting to those places was a walk and a half. Make sure you are in shape and have good shoes. The palace does have a bus on the grounds to take you closer to the door for an extra cost.
Went to Porto for a few days and loved it. We stayed in Gaia and walked over the bridge a few times to Porto. Did a Douro valley wine tour. This was excellent. Strongly suggest visiting Porto.
