I would think its a red flag for sure. Preventing people from being laid off shouldn't be based on they being paid less.. This is so weird! It's always good to be looking for better options because you are never protected from being laid off.
That definitely sounds like a red flag to me. Honestly, the fact that they don't offer health insurance is also a red flag to me but that's a different conversation. But that logic just doesn't make sense to me...if they really truly favored certain employees, I'd think they would do whatever they could to avoid laying them off, not just pay them less.
