Is it normal for a recruiter to ask for references from previous employers before starting interviewing ?

I completed all rounds of interviews with capgemini. HR took all the documents about 10 days ago. However, offer letter is not yet released. HR stating that she is waiting for client project confirmation. Anyone faced such delays ? Ans what was the final outcome?
