I’ve put myself up for L4 promo this cycle. Assuming I get it, what would be the best next steps to optimize for long-term growth/TC?
My understanding is that L5->L6 is extremely painful at Google. It may be easier to leave for a handful of years and gain managerial experience before returning.
L4->L5 is less challenging; however, I’m under the impression I can do this quicker at another company (if I leave after being freshly promo’d) AND get higher TC.

Don’t come in if you don’t like the level and you think you got downlevelled - promos are super hard, and it might be tough to get back on track progression wise. Context - I agreed to a down level from consulting, and regretted it.
Promotion was easier in consulting imo
The recruiter isn’t independently down leveling you.
Think of leveling as being decided in 3 primary parts.
1) hiring manager interest - your resume is being shared with hiring managers. They’re expressing interest based upon your skill set / experience / and their business need.
2) interviews - each interviewer you meet with makes two recommendations. A) whether we should move forward b) which level best aligns with your performance.
3) hiring committee - hiring committee reviews your candidacy in totality. They’ll decide whether we can move forward and if we can which level best aligns with your performance.
In your case - maybe the recruiter got guidance in discussing your experience with the HM X level is actually more appropriate. People join google for a long game. Dont let level alone be a reason not to join. Of course leveling impacts compensation. And compensation is important (as it should be). But walking away over L4 versus L5 shouldn’t be the only variable in your decision making process.
+1 to Google 6, it shouldn't be the only variable. If it's a role or team you've wanted to work for, and it's a learning opportunity, definitely go for it. Worst case, you can apply with TLC to other roles if you get stuck later.

How many relevant YOE do you have?
Common to be down leveled. Uncommon to be up leveled.
But not understanding why you would need to reapply for the same role
Promo can be a challenge in some groups so if you can avoid being downleveled try. Worst case you take the offer and work your way up which can be 1-4+ to break into L5.
Google has a habit of down leveling people because they have a much stricter recruitment process. So yes it’s very common.
ASC tends to be L4s
Top end of L4 should still be a pay bump unless you are rated distinctive asc (in which case it will be equivalent TC)

When we go from consulting to tech, we get downgraded because “you don’t have the experience at the tech scale”, same happened to me with another faang, I first declined, the hiring manager and recruiter insisted a lot to convince me, I accepted and I don’t regret it.
