So, I don't do this, but I screen really well for my tenants. You can always offer a mid lease cleaning and ask the cleaning company to report back...may be cheaper than having a PM do it

Why not do a health and safety checkup? Check fire alarm batteries, water leaks that can cause mold like under the kitchen sink, furnace vent clean out, furnace filter change, dryer vent clean out, clean gutters while you’re at it, and address moss on the roof. Seems like common sense to me on any home. I wouldn’t expect a tenant to do it. Every property management company is different. I’ve had some lesser version of this check in a high rise apartment rental.

Did you not have any sort of agreement with him about responsibilities? I would absolutely have him do at least an annual check. Especially before you renew a lease.

It’s called an annual inspection.
Yes annual ( at least!) inspection should be in your agreement. We got lax with a property manager and it hurt us significantly when we went to sell. We had moved out of town for work and we definitely took our eye off the ball.
My property management company does inspections every quarter. I get charged an extra $75 fee each time but worth it to me
