I don't think that's very true. Sure, cardio can help more with fat loss, but when you lift, you're building muscle and losing fat at the same time.
I don't think that's necessarily true since you can lose fat just by being in a caloric deficit. The reason adding cardio to strength training is beneficial is because it increases the total number of calories you're burning each day, which makes it easier to stay in a deficit.
Doing some cardio will help you reduce the fat. Even a program of steady walking will have great results if you're trying to lose weight. Doing weight training will build muscle and it will have some results in burning off fat. But a combination of both would bring the best results.
