If it’s landscaping guerrilla garden tf out of it. If it’s someone’s bush in the front yard consider if you should guerrilla garden tf out of it. If it’s in a small container on a porch you might catch hands if you guerrilla garden tf out of it.
I wouldn't actively take a cutting from any plant without permission. If it's a public place and it's lost some leaves or a chunk that can be salvaged and propagated, maybe since it would end up in the trash/compost heap anyway. But if it's still part of the main plant, I wouldn't. If it's a garden or something, I doubt I'd even take a fallen piece of it.
I wouldn't take a cutting without asking unless it was clearly abundant/overgrown.
A good thought experiment: how many people walk by that plant every day, and how many of them could take a cutting before it started to noticeably reduce the size of the plant?
Some succulents can be really slow growing, and if you're calling them "cute" I'd guess they're small (and therefore probably not fast growing).
I wouldn't hesitate at all to pick up a piece that already fell off. You're doing no harm to the plant whatsoever!
