No. Unless for some reason there was a contract specifically stating it.
I’ve only seen this for Regus/WeWork or similar co-working sites. Unless it’s clearly defined in the lease the LL isn’t responsible to provide anything except access to the premises.
Nope. It's the tenant's responsibility, it's part of internet. It's up to the tenant to decide what internet they want, if they do, modem is part of that. Unless it's spelled out in the lease that the landlord provides all utilities including internet, then it's a hard no.
