I’d call the police and that is not flippancy. You would only need to disclose already public information (license plate and veh description). If the police actually caught him driving erratically, his insurance company would be advised (in theory…) and he would receive a minor financial burden.
As far as utility, Rule 404 is a problem if you hope to use it to prove a propensity for reckless driving. Using it to prove intent for an intensional act exclusion is a little more promising, but unless exclusion is a slam dunk, the reckless driver’s insurance company will bury it from the other driver’s insurance to limit their portion of contributory negligence.
If you do PI cases, there is probably some officer who you get along with better than the others, or at least haven’t made cry in a depo….
