Moving goalposts is a serious sign of manipulation so, I would cut your losses and run immediately
You're getting close to that point if you haven't reached it already. You've got a strong track record that they should value and reward. Given the state of the job market and the fact we're already almost into September, I'd probably stick around until your annual review in '26 to see if they make things right with the plan to leave ASAP if they don't.
You say they're moving the goalposts, that's usually a good sign that you're on shaky ground. There may be a legit reason why you haven't been promoted, but if you feel for certain that you're being dealt with unethically then it's time to get serious about finding something better. No point in waiting to see how things will turn out, you may have already seen enough.

I think you should start looking.
If you're consistently hitting top numbers and still not getting recognition, that's usually a sign the company does not plan to change. I would at least start quietly looking to see what is out there.
I probably would have cut my losses before now, but it's better late than never. It sounds like your boss is telling you whatever they think you need to hear so that you'll stay without them having to pay you more. I wouldn't be sticking around without manipulation much longer.
