It’s honestly your boss’s fault for just assuming you’ll take the job. Regardless of what anyone’s “expectations” are of you, you need to act in your best interest. You should always do what’s best for you and your career, regardless of what leadership or anyone thinks.
You should just professionally and clearly communicate that you will consider this new opportunity once you go through the process, learn more about the role, etc. You can set the expectation that you won’t just automatically take the role without properly learning about it first. And then, once you’re going through the internal interview process, there will likely be an opportunity to discuss and negotiate pay. Make sure you do your market research and find out what companies in your industry in your area pay on average for that job. Once you’re in the process you can also ask the hiring manager what the salary range is for this job. How high or low you fall in that range depends on your years of experience, skills, knowledge, etc.

But OP’s boss seems confident he/she can do the job well. Thats really all that matters. OP already demonstrated the ability according to the boss. It’s only a matter of interviewing and negotiating now. Agreed that everyone is replaceable. But it sounds like OP is the top choice for this role.
Same as you would for any internal role. Find out what the market rates are and start the conversation. Although I’d wait until you are formally trying for the position.
So here’s the thing. Nothing is stopping you from accepting the offer and looking externally for another job. Making the best decision for yourself today isnt signing a lifetime commitment .
Not all places are willing to negotiate salary either. See what they offer you. It might be better than you think. Make sure you have done some research first, so that you have a better understanding of what the market is. If you feel it’s low , see if they are willing to negotiate. Realize that negotiate doesn’t mean they are going to come up considerably over their initial offer.
Then you decide if it’s worth taking or not.
However - you mentioned your boss is willing to consider other candidates as well. She’s basically telling you should would prefer that you take the roll, but she’s willing to consider others as well. I.e. - you are preferred but not irreplaceable.
