Not always, but it's definitely a sign to pay attention. Sometimes a hiring freeze is how they avoid layoffs. Other times it's just the first step. I'd start updating your resume just in case.
It is usually their attempt to avoid getting to the point of having to layoff people. It is a sign that things are not going great though, and if a hiring freeze isn't enough, layoffs are next. It doesn't hurt to start getting your resume out just in case.

I always hate when they put in a hiring freeze across the board. Some departments can do without but some really can't.
Not necessarily. I hope my company stops hiring. Bored all day as it is, listening to dead air, we need fewer people, not more. Fortunately, typical call center where people leave almost as quickly as they come.

Yeah, if they know there is a lot of churn it makes sense they over hire. Too bad it creates dead air for you though.
