Need advice on mobile app development

My friend runs a training academy and I want to develop a mobile app to help him. I m new to mobile dev but have experience in .Net.

It's going to be a android mobile app and user can view few trainings for free and should have option to register for paid trainings. A calendar to show the upcoming training modules.

I need suggestion on which dev environment/application to use. We don't want to use any paid environment. Pls suggest.

I was recently in discussion with the HR for an offer that was made (verbal only) to me where I had to give confirmation on a taxation scheme. After giving the confirmation they assumed (mentioned this when the shared the TC breakup) I had accepted the offer. Then I sent an email saying I am declining it as I have another offer which is more aligned for me.
