Need career advice from experienced folks.

I have 4+ years of experience as a QA Automation Engineer and currently work at Infosys.
I have two offers, both at 11 LPA:
* TCS
* Covasant
TCS seems more stable, but I’m worried about getting into a comfort zone. I want to grow technically and build strong Automation/SDET skills while I’m still early in my career.
Covasant offers product exposure and better learning, but I’m concerned about job security given the current market and startup layoffs.

According to the new Wage Rules, are companies giving Basic Salary as 50% of fixed Pay? Should we ask HR of our current company or the next company to actually do the same? Or the rule isn't a mandate and it's upon companies to follow it ?
