Do companies hire for specifically DevOps roles? What is the interview process like? And is the definition of DevOps different for different companies?

I got a offer from a startup for senior devops engineer.

Before interviews I mentioned my expectation as 30LPA as base salary + other things. After all rounds of interviews they are now offering me 24LPA + 4 bonus(they said it's fixed) + 2 signing bonus. HR is saying they can't go above this amount. YOE: 4 years Current CTC: 18lpa

Is it worth accepting given the fact that initial expectation had set for 30lpa as base and the recruiting HR accepted that.

How can I get working knowledge/real business experience in power bi.. I can do trainings but trainings will never help me understand the working scenarios and experiences.
