Waiting time is billable time
“Contracted for a week of freelance work on hourly pay” means you bill for 40 hours at the end of that week, regardless of whether they assign work to you
Wait time is billable time. You blocked out that day for them, they should be paying you whether they had the work ready to go or not. Period.

Unless you never really work 40 hours a week and it’s a more part time situation. In small agencies they might get petty about it, but in big ones is usually biallable

They pay for any time that you reserve for them. Doesn’t matter if they have work for you or not.

Generally that’s right. I have a long term freelance client that can’t pay a day rate but can pay hourly and have made it clear I should bill only for the hours I work. It’s worked fine because it’s not consistent. So yes, in 99% of cases a week of freelance is a week of freelance.
Per the FLSA "All time is hours worked which an employee is required to be at work or allowed to work for his or her employer. An employer may hire a person to do nothing or to do nothing but wait for something to do or something to happen."
