Billing question/firm expanded too fast.

Fifth year here. Started at new firm 6 months ago, and they hired 4 people for 2 empty spots (they are expanding). 1800 billing requirement is enforced but there are just days where I'm not busy/billing. I've emailed and gone door to door for work, but I think they expanded too fast and concerned about not hitting minimums. Any advice/similar stories?

What would you do: in discussion with a small agency to potentially work full time. They wanted to do a 60 day engagement first to see if its a good fit. Kick the tires from both parties makes sense. They asked for my rates and gave them an hourly freelance rate to where they asked if I’d be willing to do a rate that was based off my “future” un-guaranteed employment salary, less than $100/hr, which was less than half my freelance rate.
