In my experience it's also a coverage solve. If too many projects come in at once or a client wants 2 unique pitches, we sometimes hire a freelancer to fill in gaps because our team is at 100%. We're not busy enough for a new full time job, but during busy seasons we are; hence freelance.

Yes. And it’s cheaper than paying health benefits, retirement, etc. for someone than trying to scramble and find a billable role for them later.
It frequently comes down to how the client is paying for the work. With more and more project based assignments happening vs agency of record scopes, freelancing experienced creatives who can step in and knock out said project with minimal oversight from full-time leadership is often far cheaper for an agency than bringing on or elevating actual staff. Yes the freelance CD is getting 20-40k a month (and maybe not gelling perfectly with the team) but compared to hiring someone for 200k+ a year, plus benefits, and then potentially having to lay them off and pay out severance, it’s actually a very easy choice. Agencies seem to be freelancing a lot more right now at this level than I’ve ever seen. And it all comes down to bottom line accounting
Original staff left, less then a year on scope with good margin, then I'd hire freelance so I don't have to hire a FTE and then layoff them off if we don't have new work come in.
