Yeah it's a real, valid feeling. I've advocated for my team so many times and gotten nowhere. Corporate sets an unreasonable budget, then I get blamed for the morale and turnover problems it causes. The guy telling them to keep the raise was probably just venting frustration. Can't really blame him for it. 90 cents after 10 years is a slap in the face.
Raises in retail aren’t great. That’s just the plain truth. If that is the first and only raise they’ve had for a decade, I would have encouraged them to move on 5-7 years earlier. Take the raise, and if you can make more money somewhere else, do it! I know leadership only gets to have so much say.

I would advised against him telling them to keep the raise, unless he is planning on leaving soon. Even then, take the raise in the mean time and start looking elsewhere

That feeling of helplessness is real, especially when compensation decisions are out of your control. The employee refusing the raise wasn’t being dramatic, they were making a statement. It sucks when leadership responsibility doesn’t come with leadership power.
