I went on a bach party to Cartagena. I’d be hesitant to bring my family there.
Our villa had an armed guard who also escorted us to places at night.
Generally, never leave the castled part of Cartagena. I wouldn’t go to the beach, either. People will walk up to you and try to sell drugs.
Went to Cartagena and north coast in Feb of 2024 with my husband and then 2 year old. We literally had zero issues despite being a bit dumb and putting ourselves in some not great scenarios where we could have easily been targets. Everyone was friendly and went out of their way to help us. We stayed in the walled city and had plenty of people approaching asking us to buy things, sing for us, etc. but a polite “No, gracias” worked every time. We used Uber to get around, no problem - though if you’re traveling far (we traveled to Minca for a few days) then be prepared to pay tolls in cash. Also, if you have young kids in the party, be aware car seats are tricky as the backseats of many ubers/taxis don’t have seat belts.
I lived in Cartagena and Bogotá in the 90s. Colombia was a lot less safe then. You should be fine with your family in Cartagena. Castillo de San Felipe and the Old City are pretty amazing. Probably less so for really little kids but they may find the castle and city walls fun. Like anytime you go overseas, I might leave expensive watches and jewelry at home. But bottom line in Latin America there’s three things that will get you in trouble in pretty much any country there: don’t walk on the beach at night, don’t walk through a park at night, and don’t travel on the highway at night.
You’ll probably have some people try to sell you stuff on the beach, but as a family, you may have less problems than other people. There’s some hotels on the beach out by the airport, but you might enjoy being in one of the hotels in the old city, but they might be fairly expensive.. The hotel Sofitel Santa Clara was by far the best many years ago. Don’t know if it still is, but you should definitely go there for a meal and the bar there is built over a crypt. It’s really pretty cool. There’s a nice museum of modern art in the old city and probably a whole set of new restaurants that weren’t there when I was. Good luck and enjoy Cartagena.
I can’t help you with Medellin— what was too dangerous for us to go to back in the 90s but I’ve always heard it is a beautiful city.
