I was exactly in your position for ten years of my life. This is the advice my doctor gave my that was life changing.
First of all, stop shaving for a month. Just trim. Give your pores a break.
Then get an aloe-strip razor, good shaving gel/butter, and aftershave balm. Don't use just aftershave cologne, it'll dry up your face. I personally got 'Jack Black Beard Lube Conditioning Shave'. I love it.
Then start by shaving every other day without pressing down on your skin.
Once you're skin gets used to shaving again, you can switch to daily. Change razor every 8-10 shaves at max.

If it comes from a pressurized can, it’s shit. Go with an actual tube of cream.

OP I had the same problem. I was on Gillette razors. Switched to Dollar Shave Club razors and never had a problem. Also change your blades more frequently.
Try shaving before the shower.
Cooler water (not cold) but avoid allowing the skin to open up from the hot shower.
Honestly, maybe don’t spend your time wasting time on most of this. I think the majority of this is hit or miss and implies that your skin is being irritated by the products you’re using. In reality, some peoples’ faces just can’t handle that close of a shave. That’s how mine was. I’ve since switched to the one blade— I can even use it fine in the shower without shaving cream or dry and don’t get anymore bumps. It gets almost as close as a razor if not the same visibly, but doesn’t get so close that it causes hair follicle to fall under the pore. When this happens, you’ll often get bumps because your hair gets caught up in trying to grow back a day and a half/two days later. I highly recommend the one blade.
When I still shaved, I use Bevel shave products. Single razor old school shaving set (including badger brush) with a subscription to shaving cream,skin care oil. Etc.
The aftershave might be the issue. Also, I thought I was getting razor bumps only to realize it was food allergies...
Tried both manual and electric razors - currently using Gillette Fusion 5 / Phillips Norelco. I usually try to shave right after I shower; use Gillette shaving cream & aftershave
Also, give Dorco blades a try.
For aftershaves, I like lather and wood balm
Also, your technique may be an issue. Try a safety razor for a bit to improve your technique (you’ll know REAL fast if you’re pressing too hard or have the wrong angle). Once you get the hang of that, switch back to a modern razor.
