They should have told you their timeline. If they talked definite start date (I can start on December x as opposed to the general I'm required to give x weeks notice) then I'd hope they would give you the offer two or three weeks before your first day (at a MINIMUM). Give them a week or two before reaching out. You can always reach out and ask for an update if you think it's been too long.
Working with recruiters can be difficult, especiallynow that they're so overwhelmed. I personally think you should give them a week and then reach out to the HR director directly and let them know what's going on (aka no info from recruiter as promised). Could be that they're busy on other projects, out with covid or on vacation.
I know waiting is the absolute worst when you're hoping to get an offer and get to work. I hate saying it myself, as I'm super impatient. But you also don't want to turn them off by bugging them too soon or too often.
