Received a verbal offer from Oracle, but then a few days later the recruiter said the role is potentially getting cut.or isn't "fully approved." The last I heard, she said since the position was already in the workflow and mostly approved, there's a possibility of still getting an offer.

Hiring at Oracle has always been overly drawn out. There is normally hiring freezes, but they aren't true freezes, they just need svp approval or above depending on salary threshold. I wouldn't worry too much at this point, it's par for the course
Typically, a division first secures budget for new headcounts, then opens a requisition and posts job openings to attract candidates for interviews, ultimately extending an offer to the best fit. In your situation, it appears a verbal offer was extended, but now they've changed their minds. This isn't unheard of; a friend of mine experienced a similar reversal twice. In one instance, he had already given two weeks' notice to his current employer, who fortunately allowed him to rescind his resignation.
If you receive a written offer, consider it carefully and decide based on what it says. It seems like if the position was being cut they wouldn't bother to hire for it anyway. And it's impossible to know what will happen over the next year. If the tariffs trigger a recession and things start spiraling, a lot of us will be let go anyway.
Keep searching, but accept the offer for now. When the reorganization happens, you’ll likely be the first to be let go.
