Id ask hr to do a compensation equity analysis but wouldnt call out him or his salary in particular.
I’d bring it up with your direct supervisor- but I’d make sure HR is in the room with you.

It’s very possible he asked for more money when negotiating for the job. Typical male thing to do.
First, you got a 40% raise via promotion. That is a huge achievement. F*** everything else.
Second, it always costs more to bring in someone new, and he may have had a higher salary than your pre-promotion salary at his old company.
Just do you, enjoy your new income, new title, and do not complain about your 40% raise. I’ve managed multiple analytics teams, big and small, and it always sucks when people on the team find out about other’s salaries but to complain about it is a bad look. You got the higher title with less experience - remember that.
Respectfully disagree. Clearly you’re being paid less than market rate and you’re not going to get market rate unless you ask for it/demand it (like your direct report did!). The company obviously likes you, or they wouldn’t have promoted you, so what do you have to lose by making it clear to them that you know you’re underpaid and that you wont be happy until you get up to market rate. I do agree that you shouldn’t let it be known that you know the guys salary. Just say “i know im making less than people at the level below me and that makes me question if you really value my contributions to the team. I’m happy here and want to stay here for a long time, but if a different offer came along that was market rate, it would be hard to turn down, so can you get me to that amount”
Do you guys get promotions?
he has more experience but has a lower title?
Correct … 🥴

40% raise is pretty good. "Compare and despair!"
