At Accenture, interviewers are supposed to complete a feedback form. Anyone in the process can end the job search if by checking the box to NOT have the candidate move forward
It sounds like, either through the interview itself or through analyzing your ability to be staffed due to externalities, they decided to turn down your candidacy. Are you able to meet the qualifications to work for the federal government? If yes, maybe something you said in the interview caused concern. It's hard for any of us to be sure.
To me, I think circling back around and trying to get a referral would only make you look strange and possibly desperate. Take a bit of time, grow your expertise somewhere else, and try again in a few years. Before you end things with AFS, I'd recommend sending a polite email thanking the recruiter for the prompt decision, how you're interested in AFS, and how you hope that if future roles open up that align with your skills, that they'll consider your candidacy.
I think you have all of the puzzle pieces to put it together.
They told you they were making moves to fill the position and told you they're not interested in hiring you for the role.
You're probably on a distro for career events. While the timing of that email is unfortunate, they're actively hiring for the role that you already interviewed for. This email is not a personalized invitation for you to go back through the interview process.
It sounds like your interview didn't go as well as you may have thought. People at AFS, especially recruiters, are very friendly due to the nature of their jobs. So it's either that or your background would impact your ability to get staffed long-term to future projects. Even roles that don't list a security clearance or US citizen requirements still want someone who meets that criteria.
