I would imagine with that level of experience you’d be able to negotiate on the higher end of that range. Regardless of whether or not they can give it to you, you should definitely ask for the full $30. Always aim high and negotiate lower if necessary.
I would always try to negotiate for the higher rate. With the right negotiation skills, you'll be able to get what you desire even without a degree.
My negotiation instinct would be to aim as high as you can. If the ask doesn't make you at least a bit uncomfortable while still being something that you can say with a straight face and defend then you are not asking for enough. If you don't feel that tension of uncomfortableness while still being in the realm of possibility you are aiming too low.
Keep in mind that if you begin negating ask for what you want you will get less. Aim for was you are hoping for, something higher than your want, to give you space to negotiate down.
In your case, the years of experience and your, soon to be completed, degree are strong defendable reasons to negotiate high.
Final thought, depend on who told you the range, I would use it as a frame of reference not as hard limits. If you feel that you can start negotiation at 31 or 32 without being laughed out of the room do so!
Thank you all, this does help. Some context to go along with why I’m asking, the interviewer told me they wanted to stay in the low 24/25 and I make more than what they wanted to stay around.
