Maybe an individual game you could make an argument for but not the console. Especially since you'd be playing non-fitness games more likely than you would fitness games

Ok this might be controversial for the squares in this thread but:
Have a friend purchase your desired item --> Venmo them for the cost of the item, with a description that falls within the "eligible expenses" --> Submit screen shot of the Venmo transaction to WageWorks
Works every time.
No receipts requested. "Golf lessons" are an approved expense. Golf instructors are individuals, and typically don't send invoices. Those payments are done through venmo, and have always been accepted
Be more creative, think outside the box. Buy a thread mill on amazon, get the receipt, submit the claim, cancel the order.
The better the question, the better answer, the better the world works.
