When you are a headhunter, unless a company assigns a role to you, you don't have an open position.
Some comb through agency postings, source for a role they don't have and then attempt to sell a candidate to the company. It can work!! But sometimes...
"Hey recruiter at company I've got a great candidate for the open analytics role I saw listed"
"Thanks, headhunter, we can't pay a headhunter for this role"
Then they move on.
I would alsk a headhunter point blank if they actually have a relationship with whomever they claim to recruit for and if so, are they actually assigned the role. I'm not saying all headhunters do this! There are some terrific headhunters with great connections.
That's extremely helpful to know. I didn't realize some headhunters operated like that.
Relatedly: I just got a job through a talent agency (this is the first time I've gotten a job through an outside recruiter), and at first I thought they weren't legit. Turns out I was wrong, and this recruiter is a consummate professional who's acted almost like a coach and agent.
But I've definitely talked to other headhunters who have ghosted or seemed less professional. I try to give all of them a chance as you never know where they'll lead.
4 of the 4 that did not end up ghosting me throughout the process were in-house. The majority of the 10 that ghosted me were not in-house.
Any legit head hunter will only try to pair you with actual roles and ones you’re a fit for where they have a relationship. Like you, they need to maintain their rep in the industry. This is why the placement agencies are such an issue. They typically do what TR1 is mentioning. Along with other issues that are discussed in other bowls. Ask your fellow creatives for recos on recruiters. You’ll notice the same ones come up. And the new good ones are the ones who learned from those infamous names. Sometimes those people also go in house. But remember it’s also up to you to be clear about what you’re looking for. They’re playing matchmaker. So they need to know what both sides are looking for.
The majority of those 10 that ghosted me also approached me first rather than vice-verse. Makes no sense to me why you would waste both of our times and not even provide a simple response that the position was filled or it wasn’t a fit..
Hmmm, I can't begin to guess what went on at 10 different companies, but 4 outta 14 ain't bad.

So should I ignore headhunters that approach me?
OP Nah, don't ignore headhunters if you need to use one to get a job. You should be able to figure it out in your own though.
