what do recruiters actually do? and why does it take them so long to respond?

Twice now I have been ghosted by hiring managers after my initial HR screen. It’s really got me feeling like shit.

Beginning to consider going in house (4th, corp) - I really haven’t thought about what I want, partly because I’m not sure what’s out there/attainable. Is it a bad idea to start by applying to a couple positions that interest me and seeing where that gets me? Specialist roles aside, such as digital, when you see someone describing themselves as a “generalist marketer” is this a resume you’d pass on? I had two recruiters today reschedule a meeting. And this is the second time rescheduling. Honesty, not sure what value recruiters bring. Is this common now? Is it hard to have respect for people’s time and their schedule? Reschedule once I can understand. But twice is just stupidity. I hope AI wipes out all bad recruiters who don’t give af. Have an offer from a dream company but I'll need to go in at a lower level. Knowing that I can bring a lot of value to the company (read- I know my worth), I negotiated with the hiring manager to have a level/comp review 6 months after employment. If I hit all my goals (ie, prove myself) within that time frame, I'll get a promotion and salary adjustment.
QUESTIONS:
Should this be in writing in the offer letter?
How detailed should it be? I assume I won't know what goals to set till I start...
