There are legal and tax reasons for that. Organizations run into a lot of headaches if they employ someone in a state (or country) where they don't have a presence. So a posting like that simply means that the person would be working remotely, but would have to be located in a jurisdiction that wouldn't bring the company into conflict with tax laws or other business regulations.
Yes, this! Drives me nuts. Is it remote or not? Will it be "remote" but then I need to go to the office whenever they say 'jump'? Clarity is so important when we're doing this terrible process.
I feel like they may as well leave off the fact that it is remote since it is still very limited.
