Super abnormal. I have 1, maybe 2 codes for each project and I do it once every ~2 months when I know project timelines. I've never heard of having granular internal codes other than a general "unstaffed" code.
As you grow billing code processing has to reimagined every or it becomes untenable disaster. The problem is this can is often just kicked down the road until the "right" person is negatively affected.
We track to 6 minute increments. It's not tough
I don’t think I’ve ever managed more than 3 billable codes + 3 nonbillable codes at once. 10 years experience at multiple firms.

Is your client in bankruptcy? I’ve seen consulting projects track in 15 minute increments because of that.
The question is whether you’re making decisions based on the granularity of these time codes and whether the impact of these decisions justifies tracking this level of granularity.
They are conflating JIRA with time tracking.
But, alternatively I did a small test with a colleague where we took detailed time notes and fed an LLM just to see what Orwellian nightmare recommendations it would ask us to improve, as well as some summary insights on how we spent our time. It was bad. WHEN someone actually proposes this above me, I have the paranoid data to help crush this.
I been with the firm n consulting nearly 6 years and each time sheet always has 8-10 codes.
