If there is just some reset button you have to push that doesn’t seem like such a issue. The two times you paid for repair seems like the landlords problem. Most states have a repair and deduct provision where you can deduct from your rent payment the amount you spent on the repair. However, you did not spend any more on the electricity it took to bring the temperature back up from 50 to 68 degrees. In fact, it saved you money. It uses more energy to maintain 68 degrees than to let the temperature drop to 50 and then heat it back to 68. The reason being that the amount of heat you lose is based on the heat differential between inside and outside. If it’s 30 outside and 68 inside, you will lose more heat per minute than if it’s 30 outside and 50 inside. So unless you were forced to use electricity at a time when the cost per kwh was higher, your landlords faulty heating system is saving you money.

It could be that your usage spiked those weeks because it was colder those weeks driving more usage and causing the system to shut off.

This is absolutely the landlords responsibility, you are not responsible for a service provider coming to check on an old dying HVAC system for the home they own. I believe most states have heating laws so I would look into that have a serious conversation
