What is the overall sentiment of the talent pool in Toronto? IMO There are a lot of questionable people in this market, how are they employed?

Offer included temporary housing and moving expense reimbursement…it’s been a month since I began working and 2 months since I started moving but still no reimbursement…should I escalate this? How long is too long?
