How would excel help you read emails?
I've helped review a number of FOIA requests and what you do is search for specific words while other take sections of emails and a group effort can review a heck of a lot of emails. You pull out the hot words and pull out the "k, yup, no, see you tomorrow, time for a call" emails and it dramatically decrease the load.
For me 650K emails has 640k EY internal spam. I'd guess the government is not too different.
Emails are data. If you can get the data into excel...look I'm sure there are more sophisticated tools but the first thing I would do is use a formula to compare subject lines and exclude any duplicates from the analysis.
There also weren't 650k new emails to review. I would assume a lot of those were emails already reviewed, and that's completely apart from the assumption that the 650k number is even right, which I don't buy. Where did that number even come from?
With 10 reviewers would take 40 hrs. Assuming they ran std exclusions and a global dedup against previously reviewed emails.

Python's natural language toolkit so long as you have a good reference list for flagged terms or words to review by humanoids
Funny to read these since most big four software projects can't get past the "discovery" phase in less than a month. By the time your natural language system would function you could have hired a room of people to read every one and make a pencil copy.
