I’m going to speak to Orlando here, apologies if you’re thinking of Hollywood. If you’re a HP fan, definitely get the hopper option. It’s worth it. It’s also worth paying for the skip the line pass. This is all expensive, but if you’re only there for a day, it’ll help you get all the things you want to do. Know that a couple of the bigger rides are not on the skip the line pass (Hagrid’s and Velocicoaster most notably), but the other big HP rides, Hulk, etc. are.

I would definitely do the hopper so you can ride the hogwarts express! I know there’s other benefits to the hopper but that’s the big one for me. Their water parks are fine, but in my opinion not at all worth adding onto the tickets for any additional cost. It would just take time away from the things that are unique to universal. The express pass isn’t worth it if you’re going during non-peak times. Last time I went in late September the express pass lines were actually longer than standby. Photo passes are also not worth it in my opinion. It’s just as easy to take your own pictures and not pay their fees.
Any other ones you’re curious about? My family is full of universal studios freaks.
We did the gudesires. tour last year, we'll worth the expense. Got to ride everything in a day, multiple times when desired.
