Does this person report to you? If not, this not your lane. If they do and you want it to change because of the reason you just mentioned. Just tell them just like you did here. You say these are the expectations and your current use of work from home which is a privilege.. not a right.. is being abused. Tell them this what you expect going forward which was the original agreement otherwise this privilege will be taken away. Plan and simple
Set up a 1:1 to go over their working days and times. Tell them the consequences if that cannot be done, and follow through with them. It may have been a misunderstanding. That’s usually how I approach those types of things. After explaining it to them, there’s no question anymore.

Surely they can’t do this without any management being aware? Sounds like a discussion needs to be made to be organised and reiterate work agreements.
We had this issue before-turns out the person didn't even realise it was a problem. A quick team check-in solved a lot.
