Not sure they mentioned that those people will not be receiving yearly bonus and hikes might get affected. But haven’t seen anything like that happening

Nothing. They will cut PPP and hike ~3-4% generally which they give. If you're staying in your home town, it doesn't even matter rather than staying in high inflated city.

PPP and hikes were impacted last year. And they are a minimum impact this year.
There are also talks of stricter action - but they have not spelled it out. Maybe based on market etc a call might be taken.
Now let me think and speak from a manager view. If I need to release a person from team due to ramp down, if all other things work etc being equal, guess what might subconsciously influence a decision. Reason being we are being pushed regularly to ensure RTO compliance.
I don't think they are going there yet. If you are a key resource in your project/team then they might try and go out of the way to try and justify and get exceptions.
If you are not, well they might still try and make sure it does not impact. But, it will become more and more difficult for your RM to justify retaining in case of ramp down or even project your name for anything in terms of recognition, awards or any other benefits.
Firing, like I said - they have not decided to go to that level yet.
In management meetings - words like we may need to consider stricter action or need to see what we want to do about it. These are the terminologies being used. So they are not stating what's the plan yet, and good chance they have not yet decided it for sure themselves as to what level they want to go - for RTO non-compliance.
